House passes bill to help kids with behavioral issues

One of the bills that passed the House this week and will be reviewed by the Senate is one that aims to help keep young kids out of detention centers. This bill would allow for young offenders to get counseling for mental health and behavioral issues rather than being incarcerated or placed in detention. The Indiana Youth Institute says 7 in 10 kids under the age of 18 have some kind of mental illness.
